Dad-blasted, no-good, neighbor dogs...

Yes, neighbor dogs.
A little history...
Last year these two dogs went on two different killing sprees and killed 10 of my chickens (total from both times).
DH went down and talked to the owners both times (they are of Mexican origin and the mom doesn't speak english, so the kids translated the first time. The second time, DH talked to the dad). They assured us they would tie up their dogs.
They dogs were tied up for about 2 weeks time. They have been running loose since then. During the summer months there is a lot of foliage between our houses, so the dogs don't come up...but this time of the year everything is pretty sparse, so we knew it was only a matter of time.
I was worried about my chickens mostly. They are free range.
Fortunately, I hadn't let the chickens out yet today.
UNFORTUNATELY, I did let our little Jack Russel out to potty. I'm not sure if one, or both got him, but he's bleeding in two or three different spots on his backside.
The dogs are a chow mix and a lab mix. Big dogs (compared to our little guy). He just wanted to play. I saw him running behind the garage and thought he seen one of our cats (he likes to play with them). Then I heard him yipping and crying. I grabbed a stick (we keep by the door) and ran out. About that time he was running up to the door with both dogs on his tail. They seen me and I yelled and waved my stick (insane lady with weapon..LOL). They stopped in their tracks, looked at me, and turned around and headed home.
These are not nice dogs. They have shown their teeth, and growled at me two different times when I told them to go home at previous times. We can't have mean dogs in our yard...what if DD was outside playing?
What really IRKS me is that we do everything possible to keep ALL of our critters on our property. I know that accidents happen, and if I knew that the dogs were always tied up and just broke loose or some such thing, I would handle the whole thing a little better.
Our chickens are free range, but have very rarely crossed our property lines. The guineas used to go to the road (I got rid of the males, now the females stay with the chickens). I have seen the chickens in the field behind their coop, but only twice (and always this time of the year when the foliage is so sparse). They typically stay in our yard between their coop, the woodshed, and our house.
DH says to shoot them. It usually happens too fast to do anything like that. Today I was too worried about RC to think about a gun. I only remembered a stick because the dogs have growled at me before.
I've thought about calling the dog catcher, but I'm not sure what good that will do. I'm sure they'll just get a warning, and then what? I don't really want to make the neighbors hate us...I am home alone with DD all the time.
Any advice here would be great. I am just so sad for our little guy. He is looking pretty pitiful laying at my feet right now. I thought I'd give him some downtime and then give him a bath to see what the actual damage is.
He's so friendly, it really makes me mad to see this happen to him. :(
We have plans to fence in our entire property...we don't know if we'll have enough money this year, but it might be put at the top of our list now.
