Charleston, WV--blue haze?

I was wondering if any of you live in or close to Charleston, WV. My BF family lives there and they have a blue haze and a foul smell that has hung over the city. There has not been any release of information on what this might be. It is hard to find information as this has not made the top national news stories...any info would be appreciated. They reported yesterday to call 911 if anyone had symptoms or distress. Thank you for any info you might have. Blessings>faithfarm
